Every year there are some 665,000 strokes. Many of those people do not fully recover due to "therapy caps" and other barriers. They face a lifetime of disability and two thirds will never work again. Therapy caps are dollar amount limits on therapies that the insurance companies put in place to protect against over-spending. But what’s over-spending for one may be the recovery of another.
